Industry consortia have floated concepts such as a “compute cap” that would restrict the amount of processing power any single entity may allocate to frontier‑model training, paired with a certification process overseen by an independent board. Others propose tapping existing export‑control statutes to block the sale of cutting‑edge GPUs and specialty chips to parties that have not pledged to honor the pause.
