IFS director cautions that next budget will demand hard trade‑offs

Helen Miller, who heads the Institute for Fiscal Studies, told the BBC's Today programme that the upcoming budget will force tough choices over who gets financial aid and how those expenses will be funded.

During the flagship morning broadcast, Miller underscored the mounting strain on public finances as the nation moves through post‑pandemic recovery, soaring energy costs and an ageing populace. She warned that the Treasury must juggle rival priorities while preserving the sustainability of the overall fiscal framework.

The Institute for Fiscal Studies, a prominent independent think‑tank on economic policy, has for years tracked how fiscal actions affect households and firms. Miller observed that pinpointing assistance has become more intricate, due to diverse regional and sectoral needs, and that any mis‑allocation could worsen inequality or pressure public debt.

Miller added that political expectations further complicate matters. Electorates frequently demand swift relief, particularly in the regions hardest hit by cost‑of‑living strains, while opposition parties examine any rise in borrowing or tax changes. This tension, she said, compels policymakers to strike compromises that may please no single constituency.

Looking forward, Miller noted that parliament and independent analysts will scrutinise the budget closely. She called on the government to be open about the criteria guiding who receives new spending and the means of financing it, be it by reallocating current resources, modest tax tweaks or borrowing.

In sum, Miller contended that transparent communication and evidence‑based policy design are vital for preserving public confidence. As the budget window draws near, the Institute will keep offering data‑driven analysis to gauge whether the government’s decisions match long‑term fiscal stability and social equity.
